What is a public key certificate?

A public key certificate is a web certificate that is used for ensuring the security of transactions handled over the web such as online purchases, etc.

A digital signature made with a public key certificate enables the ability to identify the signatory, prevents forgery and/or illicit fabrication of electronic documents, and verifies transactions.

Public key certificates are issued only by authentication institutes authorized by the government through a strict screening process, so legal force and safety are guaranteed.

Public key certificate applications

  • Finance: Internet banking, online brokerages, online insurance, electronic cash, etc.
  • e-Commerce: Internet shopping, digital receipts, various reservation/ ticketing services.
  • Public Services: Electronic civil services (issuing of foreign registration certificates, domestic residence declaration certificate, nationality-related certificates, etc.) and collection of various utility bills, etc.
  • Others: Academic affairs operations of colleges and universities, etc.

    ※ Some services including internet banking are available only to customers of the corresponding service providers, such as banks.

Public key authentication institutes

In Korea there are currently a total of five officially accredited authentication institutes that are authorized to handle public key certificate applications and issuance.

※ According to a revision made to the Digital Signature Act on July 1, 2006, the KFTC was barred from issuing general certificates to new subscribers/applicants from July 1, 2006. The KFTC may continue to issue, reissue and provide renewal services but only to the existing subscribers.

Public key certificate types

Public key certificates are divided into general certificates, which can be used in all areas, and limited use certificates, which can be used only for specific purposes including Internet banking.

※Most limited use certificates are issued for free. Please note, however, that service fees may incur in some cases.

Certificate issuance procedures

Apply for a public key certificate by personally visiting an accredited authentication institute or a registration agency. Be sure to bring your certificate of alien registration (alien registration card).

* Registration Agency: This is an agency of an accredited authentication institute that verifies (checks) the identity of an applicant and handles various authentication services. Registration agencies include banks, securities brokerages, post offices and the Chamber of Commerce and Industry.
  1. Step 1: Fill out the application and identification documents
    • You can fill out an application form when visiting the accredited authentication institute or registration agency of your choice. Be sure to bring your certificate of alien registration (alien registration card)*. You can also download an application (in your own language, about 5 languages supported) from the website of the accredited authentication institute.
      * In some cases you can apply for a public key certificate using your passport if you do not have a certificate of alien registration. Please note, however, that your application may be rejected in some cases.
  2. Step 2: Visit an accredited certification institute or registration agency
    • Visit an accredited authentication institute or registration agency and submit your application documents. Following the identify verification with your certificate of alien registration, a filling receipt is issued.

  3. Step 3: Have a public key certificate issued through the website of the accredited authentication institute or registration agency
    • After returning to your home or work, access the website of the accredited authentication institute or registration agency, enter the information recorded on your filling receipt, and then have your public key certificate issued.

Notes

  • You must complete a face-to-face (in-person) identity check by personally visiting the accredited authentication institute or registration agency. A representative or an agent will not be accepted.
  • Your application may be rejected if you do not have your passport or a certificate of alien registration with you when visiting the institute.
  • Those who have had public key certificates issued under the names of other people will be prosecuted according to the provisions in Article 31 of the Digital Signature Act.

Guidelines for safe pubic key certificate use


                               ○ Do not keep your public key certificate on a PC hard disk, web mail or cloud starge (i.e. web hard drive). 
○ Keep your public key certificate on a mobile storage device, such as a USB memory chip or security token. Connect to devices and use your public key certificate only when necessary. 
○ Create a password for your public key certificate that is different from your other passwords that you use to login to other sites and change it on a regular basis. 
○ Use the mobile phone SMS information service from financial institutes or accredited authentication institutes informing you of the details of public key certificate issuance.
○ Refrain from using your public key certificate on public PCs and potentially malicious websites (adult, gambling, etc.). 
○ If you ever lose your public key certificate or suspect a personal information leak, report it immediately to the related organizations and have your public key certificate and security card replaced.
